When I went through rush a couple years ago, I was an out of state transfer student (rushed as a junior) and I was only invited back to one sorority for philanthropy round. It's common for them to cut out of state students, especially transfers (older students) because they want people who will be in the sorority all 4 years. A lot of the reason they cut out of state students is because lack of connection. Especially if you have no reference letters. If you know someone, or are friends with people who are in a sorority, you're much more likely to be invited back. When people can personally vouch for your character and your likeliness to fit in with the group, you're not as "unsafe" or "risky" to give a bid to.
