It depends on a few factors. There's a "chapter total" number that Panhellenic sets, and if a chapter's active membership falls below that number, they can offer spring bids to achieve that number. This can be caused by more women graduating early, going inactive, or transferring. (If, for instance, a chapter has a bunch of women who graduate in December, those spots all open up and can be filled if it puts the chapter roster below Panhellenic Total) Sometimes, gossipy people will whisper "ooh, so and so house had a bunch of girls drop" but that's usually just mean gossip and the reality is less dramatic. Since we use the RFM rush system at UF, most chapters are basically the same size these days, so there isn't really a correlation between chapter size and anything else. Stronger recruiting chapters may have a few more women but spring rush doesn't have the stigma it used to because a broad mix of chapters do it.
