It is a chapter decision, and there would be more than one set of eyes on a video, but every member does not view every video. It's just like in-person rounds where every member does not meet every pnm and every pnm does not meet every member. But honestly your video cannot save you and may not even be viewed if you are already ranked too low on your GPA.
