Bid numbers are never limited, never preset, and the recruitment system is designed to give as many bids as possible, not to get rid of PNM's. The vast majority of PNM's who don't get a bid drop voluntarily from recruitment when they are not willing to give the houses they have left on their schedule a chance, the ones that actually want them. Then they go and tell people they were dropped from all. Actually only about 1-3% are dropped by all houses. GPA will do that primarily, and also just being overwhelmed and not rushing well. The first round cuts are the hardest. PNM's think that they show up to orientation and rank the chapters and then that's where they go in person for round 2 but that's not how it works. The sororities' lists of cuts and invitations will already be decided by then, based on a percentage of how many PNM's register and show up for orientation. PNM's ranks of the chapters do not figure into how the sororities rank the PNM's. The sororities don't ever see those ranks, so PNM's choices disappear from their schedules when they are not high enough on the sororities' ranks to make their cut off. The sororities are doing the choosing, not the PNM's. This is why PNM's should not get their sites set on any particular sororities until they get their Round 2 schedule and SEE WHERE THEY WILL ACTUALLY BE RUSHING IN PERSON. The percentages are adjusted at every round and the more PNM's stay in the process means more will go back to the chapters at every round. There is no guarantee that PNM's will get their very favorites back, but they will still have options. Quota is not set until after pref when all the PNM's have signed their cards. Every PNM who ranks both her pref houses is guaranteed a bid to one of them, and so are PNM's who only have one pref house. You are not guaranteed a bid if you only rank one of two pref houses, called suiciding, and this is another way that PNM's don't get bids. Bid numbers are NOT limited. The more PNM's staying in the process until pref = more bids. It doesn't matter if 500 are rushing or 5000, that's the way it works.
