You email the ones that don't have public forms (i.e. phi mu) and say you're interested in learning more about their spring recruitment/cob/say what you want to say. Either they'll respond and tell you what you need to do from there, or they will not respond/say they are not interested whatever. most will probably send a form you fill out and theyll go from there. good luck.
