bc PHA promises to place all pnms who maximize their options, if your friends were number 75 on theur first chapter's list, and 82 on their second, and both chapters only had to take down to their 74th girl to have 61 girls (quota) then pha wasn't going to add your friends on to any of those chapters' lists bc maybe girl 86 on the first, and 91 on the second, maximized her options thus pha put her as a quota addition to whichever chapter was a better mathematic fit.
