Yes. The fraternity can do whatever they want and there are not rules against it. Its a really douchey move and most will let the guy stick around though and hope he drops or drop him a week in, that way its not such a big slap in the face. And yes, you can join if you go to regional campuses, im surprised lambda chi would do that though since they need numbers.
