Sig Chi won't be very good for a while. New/returning chapters always have their politically correct nationals micromanaging the whole recruiting process, so they're gonna get nothing but goodie two shoes-type guys for a couple years at least. What they do have going for them, however, is that they have a ridiculously awesome house, which definitely helps in recruiting. Their "alpha" status doesn't hurt either cause younger kids eat up historical BS like that. I predict in 3 or 4 years they'll be what Beta was before they got kicked off.
