Because school come first. If a girl's GPA isn't up to the requirement (at least in my sorority), we set up study tables and plans and things to help the girls. If you're neglecting your grades and other important values, then that should be your focus. Not social functions. They can still go to everything else, but it's generally just social functions that are restricted. And not only that, but it also reflects poorly on the sorority as a whole. Would you respect an organization if you thought they didn't care about academics and thought everything was one big party?
