They should reset total right after school starts. Usually within 72 hours. Any group that is not at total (there have been top sororities take spring classes in the past) can spring recruit. If op dropped out and didn't sign a bid card they are eligible to spring rush. Contact Pan they will tell you who will be participating and at the very least put you on a list that is supplied to sororities that are participating.
