fraternities always have PCs that fluctuate slightly, no one "falls off" if 1 or even 2 PCs in a row (as in fall/spring) are a little worse. It takes several years to build sorority relations, a reputation, alumni connections, etc. I'm not too familiar with KSIG but they'd have to have at least 2 years straight of bad PCs to consider them falling off.
