From what ik it's mainly due to when a chapter was founded at case. For example all the sororities in houses on north side were founded and had houses way before the sororities on south side. For the houses owned by case (all on southside not sure ab northside), the sororities have to meet a minimum occupation # and be on good rapport for them to be able to keep their house... otherwise case gives it to the next sorority in line.
