Top: sigs, Delts, SAE, Acacia

Lower top: ATO(frequently on probation, had 6 kids drop this semester), Pike(small pledge class)

Middle tier: Sig Ep, Phi delt, phi psi

Lower middle tier: ZBT, FIJI, Alpha Sigs, phi sigma kappa, Pi kapps

Bottom tier: psi upsilon, delta upsilon, delta chi, theta chi, AEpi

The Top 3 tiers are pretty spot on.

It seems you are kind of reaching to think of other houses to put in the other tiers.

Psi U, Theta Chi, PSK and Pi Kapp are not particularly relevant. Or I should say, there are other houses more relevant than them, anyway.
