Of course. The only caveat is that it may be harder to get into the bigger houses (if that's what you're looking for) if you rush as a junior. The bigger houses (the ones with a larger pool of rushees) tend to want more freshmen since they'll be around for four years. But if you don't want a big house anyway, you should be good to go.
