Walked past the old sigma kappa house today and it says ΤΨ on it. Who is theta upsilon?

Those letters are Tau Psi. Don't know what it means, though. Maybe that was SK's chapter name?

The letters are actually Theta Upsilon. It was a sorority that was absorbed by DZ back in the 40s. Skrappa's chapter name was Theta.
