Phi Mu is higher than that in my opinion, not a huge amount of difference between those top 4 old row houses though. And not that it matters but is out dphie above dg simply because they have a "clean slate" and I know I'd personally choose them over dg

Honestly if you come the girls in DPhiE to DG's fall pledge class, DG is better overall. However, I really think it's too soon to compare DPhiE to the other sororities since they haven't had the chance to directly compete against everyone else. For now DPhiE would be bottom, but we all just need to wait until after recruitment in August to see how they do with PNMs directly comparing them to everyone else. There will most like be some PNMs who choose them over DG and AGD because they're new, but there will probably also be PNMs who choose DG or AGD over DPhiE because those sororities have more experience recruiting and have better members, especially AGD. Overall, if DPhiE is going to be ranked now, they're last, but that could change or not change during recruitment, so everyone needs to just wait and see how they do in the fall before giving them a definitive rank.
