If you received a bid from a house, you can drop and try again next year, but you can’t participate in informal or COB this year

I'm pretty sure that most houses are doing COB this year because there were less girls going through formal recruitment in the first place. Houses could have given bids to as many girls as PHC said they could for formal, but still have spots they need to fill for live-in requirements/getting enough dues etc. This year, "needing" to do informal rush doesn't necessarily line up with rank.
