At this point, any house that didn't make quota (unlikely) and is under total (more likely since pledge classes were smaller) can do informal. But they don't have to publicize it. If they know girls that they want, they can just call those girls and not open it up to everyone. There aren't many rules around informal

You state IF recruitment had low numbers this year; it did not. But UIUC freshman enrollment dropped. A more important number to understand is sorority chapter total which has not changed for seven years, is currently at 188, and is based upon student interest in greek life (among other factors). Our number of NPC sorority chapters has remained steady at 18 or 19 for the past decade. too.

there will probably be quite a few houses participating in informal. most houses don't really publicize it, so reach out to PHC and see if you can get on the email list.

Houses have lower numbers because fewer and fewer girls want to be part of “white” movement to segregate themselves from the rest of campus. The Greek system is becoming so superficial and many are less tolerant of that behavior. It’ll be interesting to see what happens in the future.
