We make the tiers way too exclusive when in reality they should be expanded.
Elite:
ΦΓΔ, ΒΘΠ, ΘΧ, ΣΑΕ, ΣΝ
Lower Top:
ΑΤΩ, ΛΧΑ, ΚΑ, FH, ΣΠ, ΠΚΑ
Upper Middle:
ΣΦΕ, ΦΔΘ, ΦΚΤ, ΠΚΦ, ΔΣΦ
Lower Middle:
ΑΓΡ, ΔΤΔ, ΣΤΓ, ΤΚΕ, ΚΣ, ΦΣΚ
Bottom:
Everyone else

It is just a matter of opinion. I had a bad experience with some sigma Pi's so they are not on my good side. If it was up to me I would move Sigma Pi down and move either Sig Ep or phi delt up.

For those specific two fraternities, rush and name are the difference factors. Sigma Pi has a better turnout rate in rush and is more popular name.
