Rankings are subjective and the vibe of the chapters is always evolving as new members come in. Only two on this list were even there when I was at ETSU. That's kind of a sad statement on the Greek system at the school. When I was there it was Sig Ep, Sigma Chi, Sigma Nu, Pike, Lamda Chi and TKE. As for a new fraternity, Sigma Nu is trying to come back and currently working with their National on recolonizing.
