Is it just me or did ADPi miss Quota by a lot?

i know a lot of sororites didnt meet qouta cause so many girls dropped this year

Quota is determined by how many girls sign their pref card divided by the number of houses.

Quota was 60.

ADPi got 52. AEPhi got 44.
