Freshman Fraternity Housing & Legacy Chances?

When do freshman get to move into a house, or do they have to live in the dorms for a semester/year?
What if a parent or grandparent were Greek at different schools/houses? Will that hurt or help getting into one of those houses? Heard that some actually don't like being stuck with legacies?
