Panhel can't tell them who to take. As long as they clear things with their nationals (and IU sororities have already basically told their nationals they'll do what they want and the nationals lay down and suck it up) they can keep the pledge class as small as they want. No sorority can be made to give a bid to anyone by pha or the school.

Starting next year there will be a set minimum all panhel chapters have to take, but until then each chapter can take as many or as little babies.
They made their big cut after 22 compared to all other chapters (and then they made another big cut after 16). It's just personal preference.
