keep fiji and ato where they are, the delt sig move is questionable, but maybe depending on who you talk to

Id say that list is pretty on. fiji could be tier 3 depending on who you talk to, but i don't have an issue with it in tier 2. Keep ATO where it is for sure, and I'd also disagree with the delt sig lambda switch. The rest of it looks about right.
