Why do houses COB? Is it because they didn't fill their quota or because girls dropped?

Some houses may have reached quota (they only are allowed to give 83 bids I think), but they didn't reach total. Total is apx 180-200. Girls may have dropped after getting their bid, chapters may just be smaller due to being newer, it just depends!
