Probably cause most girls won't even run home to them if they get gamma phi. Kinda sad that they don't even get a chance

though they may make quota, nationals require to do COB simply because some girls do not want to do formal recruitment so it gives all girls a chance to join rather then limiting to formal recruitment

Isn't there total, though? National can't require them to go over total. So if they get enough girls, they can't do it.

gamma phi beta has a set number of girls yes, but they are also given a certain amount of girl nationals allows them to “overtake”. for example. they may need 70 girls. They get 70 girls, but nationals allows may allow them five extra girls, etc.
