top vs upper mid

What's the difference between the top frats and the upper mid frats? I know a guy from my high school and he is in what seems to be considered an upper mid frat but he was super chill in high school and pretty popular/outgoing. I would have expected to him to be in one of the top frats

The top frats (OX, AEPI, Phi Psi, DKE, Fiji) are the only frats that ever have mixers on a regular basis with the top sororities (Tri delt, aphi, kappa).
