sig chi sophomore rush

Is it normal to rush a fraternity as a sophomore in the fall? And more specifically sig chi (since they don’t have spring rush).
And also, what are their dues? I know it’s around 3k for normal non-new member dues

Their dues are a lot more expensive I think, plus the blue haired guy is a douche
