400 guys were not completely cut, it's closer to 20-50 max that are cut from all houses

300+ guys drop when they still have one or more option but that's recorded differently by the school than totally cut

I'm still struggling with the numbers - if there's only 700+- freshman guys and about half of those join a fraternity, if 400 were cut or withdrew that would imply that over a 100% wanted to join. if however only a total of 20 - 50 guys were cut that would seem to be only 10% or 15% of those that applied were cut which sounds too low
can anyone explain?
