npc rules

Do y'all know Danielle Carolan? She has a YouTube and she's a PNM. She hasn't committed to a school yet and she's still touring several colleges but she posted a vlog on her YouTube channel and she got a personal tour of the Theta house here. Isn't there a rule against personal tours? I thought that if a PNM wanted a tour of the house she would have to ask the active she knows and then that active has to then request a formal tour through the NPC council and then representatives from the NPC council had to give the tour.
I mean I don't know for sure but I was just wondering because I know that's a very strict rule at other schools with big Greek life communities.
