The order is changed near the bottom... The spaces are actually really important; there are some huge drops between tiers.

I agree with this list the blocks are:
Phi Psi & Pi Phi
TKE & Theta
Delt & KD
Kappa Sig & Alpha Phi
Phi Delt doesn't have a partner
SAE & Chi O
ATO and Sigma Chi don't have partners
Pike & Tri Delt

I think youre a little off, but agree with the concept. As far as block rankings
Pi Phi Psi
but then Alpha Phi carries the weight with KapSig (they had other offers, and would have been with TKE had they not spent all year with them
TKE & Theta (since Theta wasnt going to have a block until TKE begged them and begged them)
Delt & KD
then PhiDelt with open block
Pike & DDD (they were asked by SAE & ATO, and less relevant others and picked pike)
SAE & ChiO (if they werent both pretty boring theyd be higher)
then ATO with open
and SigX being the last only because they will be watched so heavily

Pi Phi and Phi Psi
Delt and KD
TKE and Theta- just because who knows if TKE can host a alcohol event.
Alpha Phi and Kappa Sig- because alpha phi will carry all of the weight for the block and would have been with Sammy if Sammy hadnt gotten into trouble.
Pike and Tri Delt
SAE and Chi O
People who couldn't get block partners so they have to be open. Phi Delt and ATO
Sigma Chi
