what is the basis behind these rankings? is it grades, looks, popularity?

All of the above. Grades are typically very close among fraternities and sorority from house to house, obviously some fair better than others, Gamma Phi typically leading the pack. As for looks and popularity, well those go hand in hand, the top 5 or 6 houses on most of these lists are seen as the more popular. All houses have popular, attractive and successful young men and women in them, it would be a shame if you based your greek experience on a biased list most likely written by a member them self.
