why are pc sizes so small?

Judging by what I’ve seen, sorority PC we’re usually 30+ girls and now are all around 25-26. Is this due to girls dropping so much that the limit got smaller? Does this mean informal rush will happen for most sororitys?

there were more girls that dropped out of recruitment than anticipated, so according to the official numbers, the cap was only 25 this year
