Most fraternities don't make you sign a bid card until your official bid night, and by then you should 100% know which fraternity you will be going. But that doesn't necessarily mean you can go shopping around that long. Most of the best fraternities are full or nearly full by the time sorority bid day comes around, and for guys who have been holding or timid about which fraternity to go (read: noncommittal), well, they usually get caught in the middle. My advice to you is this: figure out which fraternity you like the most soon and stick with them. Don't leave anything to chance.
