I'm from Texas so I only really know how UT Austin works but they do have guaranteed bid if you maximize your options of pref. However, a lot of houses get around this by cutting girls really heavily and a lot of girls get cut completely (they don't drop out themselves) right before pref. For example, PKT (Texas equivalent of KD) and to some extent the rest of the Big 6 will know who they want before rush. Because they need to invite back a certain amount of girls, they'll invite back to Philanthropy and maybe Skit girls that they know they have no chance of keeping, just to drop them before pref. The girls who get cut completely are usually average or lower-average PNMs who just rank based in reputation and ranks. They try to "cut" lower and mid tier chapters after the first day, but after skit when the Big Six cuts them, they have nowhere else to go so they are cut entirely. So even though a lot of girls start the recruitment process, only a few get bids so PCs stay manageable.
