Yes definitely!! I'm in a mid tier house and i have friends in every tier because it doesn't matter that much, like no one is going to say "oh you can't be friends with me because I'm in zeta and you're in SK". Having girls in your chapter that you feel comfortable with and see similar personalities is the most important thing, and tier doesn't really matter if you're truly looking for genuine friendships.
