The only time top houses spring recruit is if Panhellenic is raising house totals across the board. They still don't have to but usually use it as a tool to snag their universities Pom and cheer girls. Top houses generally stay well above total because they are allowed to exceed house total every yr during fall recruitment because they are allowed to take quota no matter how much that puts them over house total. Good houses can withstand transfers, nursing school etc because they stay above house total. Spring recruitment is in place to let houses not at total spring recruit. Generally speaking it's a second chance to get their numbers up and not continue to fall further behind the top houses during regular fall recruitment.

Did Chi O exceed quota or did they have to snap bid? The answer is they had to snap bid and just made total. Otherwise they would have failed to make quota...
