crashing friends' events

For sororities, is it really true that you have to get approval from the social chair every time? Or is that just a formality?

Yes you should get permission to be at someone's event. There are reasons that only members of an organization should be allowed at certain planned events. If something were to happen, organizations have insurance to cover issues, however if someone not affiliated is in an accident or something the insurance would not cover you. Plus the organization thinks they are meeting with that other organization, which will be falsely represented by an outsider. Always ask.

How often is it socially acceptable to do this?

Its a bad idea, especially if it is someone that goes to U of I. Typically friends from other universities are allowed to go to private events.
