spring semester

If I'm a junior would it ok for me to rush in spring or would there too much competition from freshmen, also I'm graduating probably later than my graduating class, like a semester or a year.

Yup! I'm almost positive they have to take in some upperclassmen to be fair.

It's definitely possible, but it might be more difficult. For many greek organizations, its how you fit in that counts.

Many sororities reserve spots specifically for juniors, I know mine does! You should definitely rush!
