If a sorority doesn't meet quota does that mean there's COB or do I have to wait till spring to potentially join?

or snap bids. that is what a few sororities are still doing... gphi, aphi, and piphi

Contrary to what is stated on Greek rank, aphi did meet quota and therefore will not be participating in COB or giving out snap bids
