Comment:  They're trying. But they have some really rude and indecent girls within their chapter. Yes they're bottom tier, but that's partly their own fault. Instead of practicing recruitment they were off at water parks and having fun. Which isn't necessarily bad. But don't expect to get better or be considered middle or top, if you don't put in the effort.
